New regulations
in international food trade currently include more and more requirements
in relation to food quality and safety (food security).
The World Trade Organization (WTO), which governs international
trade, has taken into account this aspect (concept) of food security
in the trade of agricultural and food products through agreements
related to health and phyto-sanitary measures (SPS).
The European Union has also considerably stiffened its exigencies
with regard to food security this last decade and issued numerous
regulations and directives imposing stringent sanitary quality
requirements on a number of agricultural and food products.
These new constraints on sanitary quality and security require
for developing countries, of which a number are important exporters
of agricultural and food products, to undertake actions aimed
to ensure high quality products throughout all the channels of
production and processing (good agricultural practice, HACCP
procedure, in-house control, quality assurance, certification,
traceability).
Failure to rapidly put in place these measures, a number of
developing countries run the risk of losing their main export
markets, particularly in European Union.
